History of Classification and Compensation Plan
- In 2014, following the conversion of civil service employees to University Support Staff (USS), CBIZ Human Capital Services was hired to develop a Classification and Compensation Plan (CCP) for Pittsburg State University.
- The CCP will be used for all University Support Staff (USS) positions and Unclassified Professional Staff (UPS) (non-faculty) positions assigned to CCP Job Titles.
- PSU position information was provided to CBIZ in January 2015. PSU provided either a PSU position description or Job Analysis Questionnaire completed and/or reviewed by the employee and/or supervisor.
- CBIZ provided the Final Report in December 2015 with recommended next steps. Next steps included reviewing the recommended job classification and assignments and salary structure and adjusting as appropriate to meet the objectives of the plan.
- CBIZ Final Report recommendations have been reviewed many times with adjustments as needed in job classification assignments to reflect position duties, position responsibilities and organizational hierarchy.
- Progress on the CCP project was significantly affected by the GUS Cloud implementation project that started December 2015.
- In the spring 2018, PSU leadership decided to focus on finalizing USS positions and finish UPS positions at a later date.
- The CCP Plan has two components: the Classification Plan and the Compensation Plan.
- The Classification Plan centers on job classifications. Job classifications identify positions that perform the same or similar duties. Job classifications are assigned to positions that perform the same or similar type of work. Jobs are also assigned to a salary grade in the Compensation Plan.
- The Compensation Plan includes a Salary Plan with multiple pay grades. Jobs are assigned to pay grades, and the pay grades reflect the organizational hierarchy as well as the market value for the job.
- Each pay grade has a range for salaries.
- The job classification assignment is determined by the duties of the position and not the knowledge, skills and abilities of the employee in that position.
